Just eight years since it moved into its current home at Clementi, the Singapore Institute of Management (SIM) is planning to double its campus size in 5 years' time.
SIM has announced a Master Plan to further expand its Clementi campus at a platform topping up ceremony on October 9. The ceremony was officiated by President SR Nathan and Mrs Nathan, and attended by some 200 guests.
The SIM Campus Development Master Plan which will cost $300 million and expected to be completed by 2014 will be rolled out in two phases. It will render an additional 56,000 square meters of space, more than double its current campus, thus consolidating its position as the largest private tertiary institution in Singapore, both in terms of total campus size and student enrolment.
SIM's plan to increase its campus size is made in anticipation of the steady growth in its student population as it looks forward to playing a greater role as a leading higher education and lifelong learning institute.
The extended campus will cater primarily to the growing needs of the SIM University (UniSIM). As the only local private tertiary institution recognised by the Ministry of Education (MOE) to award its own degrees, UniSIM plays a unique role in catering to the tertiary education and lifelong learning needs of working adults. Offering over 40 programmes from four schools, its range of relevant and recognised graduate and post-graduate degree programmes offered through a flexible mode of study are fast gaining popularity with working adults who are looking for higher qualifications, career advancement or self-fulfillment.
With the added incentive of a MOE subsidy of up to 40% for its students introduced in 2008, UniSIM has seen a substantial jump in its enrolment. It now has some 10,000 students, compared to 8,000 in 2007. This number is expected to grow by another 40% to 14,000 by 2020 as continuing education and training continues to play a pivotal role in Singapore's economic growth. UniSIM currently caps its annual intake to only about half of applications received due to limited facilities.
The new campus extension will allow UniSIM to meet increased and future demand for places which it is not able to meet at the moment. To support UniSIM's growth in student population, more staff will also be required and the new extension will allow UniSIM to house staff from its four academic schools within its own premises.
1. Architectural concept of the new building extension
The concept behind the SIM Campus Development Master Plan is that of a learning environment with the campus as the "third teacher", engaging learners and providing interactive exchange zones, as well as indoor and outdoor sporting and social interaction spaces to encourage the exchange of ideas, enhance learning beyond physical confines and enrich learning experiences.
The new building is designed to be a 'living stage' that allows vibrant and spontaneous students' expressions to take place in areas such as the students' hub and the open green courtyards.
2. Facilities
Size of Master Plan (Phases 1 and 2 ) - 56,000 sqm
Size of Phase 1 building - 28,000 sqm
Key facilities of Phase 1 - 27 lecture theatres, 32 seminar rooms, 4 computer labs, a library extension, F&B outlets, a student hub, student lounge, student gym, courtyard and office space for UniSIM.
3. Green Features
Use of 'green' technologies E.g. motion sensors for the toilets; automatic cooling load at certain hours of campus operations; natural ventilation for all escape staircases.
Use of 'green' and eco-friendly materials
Sensitive design of building to enhance energy efficiency
E.g. minimizing west facade of building in response to solar orientation; employment of green roof with plants to minimize solar heat gain; use of vertical fins and horizontal louvres to reduce thermal heat gain.
Water efficiency
E.g. use of WELS-certified (Water Efficiency Labelling and Standards) sanitary fittings and provision of Newater for aircon cooling towers)
On 9th October 2009, President S R Nathan and Mrs Nathan officiated the SIM Campus Development Topping Up Ceremony on SIM HQ Clementi campus. At the event attended by more than 200 guests, President S R Nathan was asked to hit the 'gong' to activate the lowering of the concrete slab. The lowering of the concrete slab and the placing of it on the concrete platform signifies the completion of the piling stage of the new extended campus construction. After this, work will start on the second stage by building upwards and downwards.
As a result of construction work being carried out for the new campus extension next to the existing HQ building, students, staff and visitors to SIM might have experienced some noise and vibrations while on campus. Presently, the noise and vibration is felt more strongly because of heavy hacking taking place near the car park ramp on the basement level.
We have put in place monitoring equipment and devices on the construction site as well as in strategic locations within the campus to ensure that noise and vibration are within safe and acceptable levels stipulated by the National Environment Authority (NEA) and Building and Construction Authority (BCA), and that the construction work is carried out without compromising the structural integrity and safety of the existing building.
